Washington (CNN) -- Democrats and Republicans tried to force versions of a jobs bill through the Senate late Thursday, but both fell short of the 60 votes they would have needed to bring their proposals to the floor.
In a 50-50 vote, senators blocked a component of President Barack Obama's jobs bill -- $35 billion for states and localities to hire more teachers and first responders while preventing current ones from being laid off.
"For the second time in two weeks, every single Republican in the United States Senate has chosen to obstruct a bill that would create jobs and get our economy going again," Obama said in a statement.
"That's unacceptable. We must do what's right for the country and pass the common-sense proposals in the American Jobs Act."
The funding would have been paid for by a 0.5% tax increase on people earning more than $1 million a year. Republicans opposed the tax increase.
"Republicans have once again said no to creating jobs in America and no to helping the American people. They have turned their backs on our children and the safety of our communities by blocking a bill that would put 400,000 teachers, police officers and firefighters back to work," Sen. Barbara Boxer, D-California, said in a statement.
Similarly, senators blocked a Republican-backed proposal to repeal a 3% withholding requirement for all government contractors. Businesses have decried it as burdensome.
The measure was part of Obama's broad jobs package and has Democratic supporters. However, Democrats and Republicans disagreed over how to offset the costs of eliminating the withholding. Senate blocked the bill by a 57-43 vote.

India will be renegotiating some of the existent bilateral agreements it has with about 35 countries and will be signing new ones in the coming week as the fourth International Conference on Civil Aviation Negotiations (ICAN) began in Mumbai on Monday.
The bilateral talks gain significance in the light that the Asia-Pacific region is poised to see an unprecedented growth in airtraffic this decade. For airpassengers, it could mean more flights from India to destinations in the Middle East, South East Asia and other popular international routes and new connections to destinations in Africa.

DEATH DELAY TRIAL OF MIECHAL JAKSON DOCTOR
Testimony in the trial of Michael Jackson's doctor has been put on hold beyond Monday, and possibly longer, because the father of the prosecution's last witness died.
"Resumption of the trial will be announced when further information is available," an email from the court said Sunday.
Dr. Conrad Murray's involuntary manslaughter trial is expected to go to the jury early next week despite the delay, several days sooner than estimated when it began three weeks ago.
Dr. Steven Shafer, an anesthesiology expert, is crucial to the state's effort to prove Jackson's death was caused by Murray's gross negligence in using the surgical anesthetic propofol to help the pop icon sleep.
The Los Angeles County coroner ruled that Jackson's June 25, 2009, death was from "acute propofol intoxication" in combination with several sedatives, including lorazepam.
Shafer began testifying Thursday morning before the judge recessed for the weekend so he could travel to a medical convention. He never made it there because of the death in his family, Deputy District Attorney David Walgren said Friday.
Shafer, who is expected to give a detailed scientific explanation of how propofol is metabolized in the human body, will be on the witness stand for at least a day once he returns from his father's funeral, according to what Walgren said Friday.

Q&A on RIM's secretive BlackBerry network
Research in Motion is blaming technical problems in its highly secretive communications network for a three-day disruption in service to millions of BlackBerry users around the globe.
The company runs a highly secure network and data centers that are used to encrypt and route trafficto every BlackBerry device worldwide.
Here are some questions and answers about the epic failure:
Q. What happened?
A. RIM said that a switch used to direct messaging traffic failed at a data center in Europe. Its back-up switch also failed, causing a huge backlog of traffic.
Q. What caused the failure?
A. RIM has yet to disclose the cause of the failure, but a company executive said at a press conference on Wednesday that company technicians believe they have identified the cause. IDC analyst Rohit Mehrasaid he suspected that the failure in those switches could have been caused by a software bug.
Q. Was hacking involved?
A. A RIM executive said at a press conference on Wednesday that there is no evidence or hacking or a system breach.
Q. Why did the problem spread from Europe to the Americas?
A. All of the RIM data centers are connected. So eventually traffic got so backed up that it had an impact on messages of customers in the Americas, the RIM executive said.
Q. Will RIM compensate its customers for their inconvenience
?
A. A RIM executive said at the press conference that the company has yet to make a decision on that matter.
Q. How big is the RIM network?
A. Nobody outside the company knows for sure.
Jefferies & Co analyst Peter Misek estimates that there are more than six major data centers around the world and "little nodes all over the place." On top of that, he said RIM operates the world's largest telecommunications network. "It includes dark fiber. It includes connections to multiple data centers around the world. It includes connections to carrier networks, software at the cell site."
RBC Capital Markets analyst Mike Abramsky said RIM has two centers at its Waterloo, Ontario, headquarters for traffic in the Americas and Asia-Pacific, and another in Britain for traffic in Europe, the Middle East and Africa.
Q. Why does RIM send the traffic through its data centers?
A. That is part of the "special sauce" behind the BlackBerry formula -- all BlackBerry traffic is encrypted through servers controlled by corporate clients or telecommunications carriers, then funneled through RIM data centers that monitor the traffic to make sure it is secure.
But the central handling makes BlackBerry traffic vulnerable to widespread outages -- something that rivals such as Apple and Google don't need to worry about with the iPhone and Android devices.
Q. Is that the only way to secure email on mobile devices?
A. No. When RIM first launched the system in the 1990s, no competitors could often similar security features. Many alternatives have since been launched for the iPhone, Android and other devices that do not require customers to use centralized data centers. Instead they can host the services at their own, internal data centers.
